SUMMARY
Westerman, Inc. is seeking a skilled part-time Contracts Manager to oversee federal and subtier contracts. This role focuses on the management of contracts involving the fabrication and/or procurement of fabricated products for federal customers or subtier suppliers to federal entities. The ideal candidate will ensure compliance, drive efficiency, and contribute to business growth through strategic contract management and development activities.

This is a part-time hybrid/remote position.

RESPONSIBILITIES

  • Manage federal and subtier contracts for the fabrication and/or buyout of fabrications required by federal or subtier federal customers, ensuring all terms, deliverables, and milestones are met.
  • Oversee Westerman subtier suppliers, including selection, performance monitoring, compliance audits, and issue resolution to maintain supply chain integrity.
  • Support and manage contract submittals, including preparation, review, and timely submission of required documentation such as technical data, certifications, and progress reports.
  • Handle change management processes, identifying changes in scope, assessing impacts, and coordinating with stakeholders to implement adjustments.
  • Create, negotiate, and execute contract modifications, ensuring alignment with company objectives, legal requirements, and customer needs.
  • Prepare, submit, and negotiate Request for Equitable Adjustment (REA) proposals, advocating for fair compensation in response to contract changes or unforeseen circumstances.
  • Perform business development activities to identify and progress new work opportunities, from establishing business relationships to reviewing Requests for Quotation (RFQs) and Requests for Proposal (RFPs), participating in negotiations for awards, and managing subsequent contracts.
  • Ensure compliance with federal regulations, including Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other relevant standards.
  • Collaborate with cross-functional teams, including engineering, production, finance, and legal, to align contract execution with operational capabilities and financial goals.
  • Monitor contract performance, budgets, schedules, and risks, providing regular reports and recommendations to senior management.
  • Resolve contract disputes and claims through effective communication and negotiation, minimizing impacts on project timelines and costs.
  • Conduct market analysis and competitor research to support strategic bidding and positioning for new federal opportunities.
  • Other duties as required and assigned.

  • Bachelor's degree in Business Administration, Contract Management, Engineering, Law, or a related field required; Master's degree or relevant certifications (e.g., CFCM, CPCM) preferred.
  • Minimum of 5 years of experience in contract management, preferably within manufacturing, defense, or federal contracting sectors required.
  • Proven track record in managing federal contracts, including experience with REAs, modifications, and business development required.
  • Experience in the oil, gas, or fabrication industry is strongly preferred.
  • Familiarity with government procurement processes and subtier supplier management required.
  • In-depth knowledge of federal contracting principles, regulations, and best practices required.
  • Strong negotiation, communication, and interpersonal skills for dealing with customers, suppliers, and internal teams in a professional manner required.
  • Proficiency in contract management software and tools (e.g., Microsoft Office Suite, ERP systems) required.
  • Ability to analyze complex documents, identify risks, and develop mitigation strategies required.
  • Excellent organizational and project management skills, with the ability to handle multiple contracts simultaneously required.
  • Analytical mindset for financial assessments, pricing strategies, and performance metrics required.
  • Commitment to ethical practices and compliance in a regulated environment required.
  • Ability to travel required. Clean driving record required.

  • Some aspects of this position may require close vision, distance vision, color vision, peripheral vision, depth perception, the ability to see small detail, and the ability to adjust focus.
  • Must be able to travel by car and airplane to manufacturing sites, customer locations, or supplier facilities as needed. May involve exposure to industrial environments.
  • Driving is an essential function of this position; clean driving record is required.
