About Us

The University System of Georgia (USG) is comprised of 25 higher education institutions as well as the University System Office (USO). Within the USO, our administrative operations are primarily housed in the Trinity Washington Building located in downtown Atlanta. Our Information Technology Services (ITS) division is located in Athens. The University System of Georgia Shared Services Center (SSC) is located in Sandersville. The Georgia Public Library System is located in Atlanta. The Georgia Archives is located in Morrow. The State of Georgia Records Center is located in Austell.

Job Summary

Under the direction of the Vice Chancellor for Real Estate and Facilities, serves as the specialist to ensure Board of Regents goals and objectives are met on all alternatively financed capital projects (referred to as "real estate ventures") Serves as the principal liaison on real estate ventures design, construction, operations, and maintenance issues among the 25 USG institutions, affiliated foundations, and the various divisions of the University System Office. Provides a critical communication link between the Real Estate and Facilities function and the Finance team within Fiscal Affairs.

Responsibilities

Ensuring the optimal management of all real estate ventures for the University System based on a system-wide perspective and driven by strategic planning, academic planning and facilities master planning. Responsibility for providing broad-based technical and analytical assessment for planning, evaluating, implementation and expediting real estate ventures of the University System in compliance with applicable state law. Serves as the principal liaison on real estate venture facility issues among the USG Institutions.

Provides guidance and assistance regarding new construction and renovation projects including:

  • general and specific questions regarding facilities development, including design, construction, and management;

  • project tracking and reporting and prioritization recommendations;

  • professional consultant selections and contract negotiations;

  • development of project budgets and schedules;

  • review of design and construction documents;


  • resolution of design and construction issues (including value engineering and buildability)

  • establishment of design criteria and standards for venture development; and

  • preparation of Board agenda items.

Provides guidance and assistance regarding capital repairs and operations & maintenance regarding existing privatized facilities, including:

  • general and specific questions regarding activities and programs required to improve or maintain the condition of the physical asset

  • confirm the adequacy of O&M and preventative maintenance programs

  • ensure that sufficient funds are available and properly applied to the upkeep of the facilities

  • inspection of facilities to ensure that they are safe, clean, and well-maintained

Required Qualifications

  • A Bachelor's degree or better in a relevant field such as real estate, finance or law; extensive commercial real estate transactional experience for a large public university, related foundation or real estate development firm; and excellent leadership skills.

  • Knowledge and experience with facility condition assessments and APPA reports.

  • Knowledge of tax-exempt revenue bond financing, major facility design and associated legal contracts.

  • Thorough knowledge of computer applications including databases and spreadsheets is also required. Appropriate registrations, licenses and memberships are preferred.

  • Ability to travel, as required, within the State of Georgia

  • Or an equivalent combination of required qualifications.

Preferred Qualifications

  • Master's or professional degree preferred.

  • Professional registrations and certifications, as applicable to background architecture, engineering, construction, program management, etc.

Knowledge, Skills, & Abilities

  • Ability to work independently, self-starter, excellent people skills

  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.

  • Ability to work with mathematical concepts such as probability and statistical inference, calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, and circumference.

  • Ability to read, analyze, interpret and apply Georgia Code, Board Policy, regulatory agency directives, governmental regulations, industry standards, general business periodicals, professional journals and technical procedures.

  • Ability to effectively write reports, correspondence and speeches using original or innovative techniques or style.

  • Ability to speak effectively.

  • Ability to make effective and persuasive speeches and presentations on controversial or complex topics before the Board of Regents, elected officials, other State agencies, University System institutions, groups of employees, top management, clients, customers and the general public.

  • Knowledge of Board of Regents organization, policies and procedures

  • Knowledge of and familiarity with student life issues

  • Knowledge of student housing operations, management, and budgets

  • Knowledge of real estate operations and budgets

  • Skill in collaborating with multiple constituents

  • Skill to lead and work with teams, problem solve, consensus-building techniques

  • Skill in portfolio and project management execution

  • Skill in reading, analyzing and interpreting financial reports and procedures manuals.

  • Skill in managing legal documents including contracts and concessionaire agreements

  • Skill in decision-making and problem solving.

  • Skill in oral, written communication and presentations

  • Skill with Microsoft Office: Excel/PowerPoint/Word, graphics software, project

  • Skill in learning new software applications

  • Skill with PeopleSoft and Banner
