Job Summary

The Texas Department of Public Safety (DPS) is seeking a qualified Business Analyst Level 2 to support applications and software development initiatives within the Emerging Technology sector. The selected candidate will act as a core project resource, collaborating with technical teams and agency stakeholders to analyze business needs, optimize operational workflows, and ensure successful software delivery. This position operates on a hybrid schedule out of the Austin, TX facility.

Key Responsibilities

• Formulate and define system scope and objectives through research and fact-finding combined with an understanding of applicable business systems and industry requirements.
• Develop, document, and maintain comprehensive use cases to map out functional and technical software requirements.
• Perform detailed business process documentation and workflow mapping to identify operational efficiencies and system gaps.
• Collaborate closely with cross-functional development teams and stakeholders within an Agile project management framework to drive product delivery.
• Translate high-level business requirements into detailed functional specifications and technical documentation.

Required Qualifications

• Experience: Minimum of 5 years of dedicated experience working in the IT field or a related technology field as a senior-level Business Analyst.
• Education: Bachelor's degree in computer science, Information Systems, Business Administration, or a closely related field (or equivalent professional experience).
• Location/Residency: Must be local to or willing to relocate to the Austin, TX area to accommodate the hybrid on-site schedule.

Preferred Qualifications

• Proven working knowledge and practical experience with Agile project management methodologies and practices.
• Strong proficiency in eliciting, drafting, and managing complex use case documentation.
• Hands-on experience with process documentation mapping tools and standard business analysis frameworks.
• Experience supporting large-scale public sector or state agency technology modernization initiatives.
