About Colorado Energy & Carbon Management Commission (ECMC) ( :
The Colorado Energy & Carbon Management Commission (ECMC) regulates the development and production of Colorado's natural resources, including oil and gas, geothermal energy, and carbon capture and storage. The ECMC's mission is to do so in a way that protects the environment, public health, safety, and welfare.
ECMC's Strategic Development Unit is responsible for:
Managing the strategic development of ECMC, including development of strategic plans, projects, and programs including leadership and workforce development
Developing and overseeing all ECMC internal and strategic communications
Identifying the need for and developing shared services, such as:
Digital asset management
ECMC information system management
Training
Organizational and professional development
ECMC Program Coordination
ECMC Administrative Support
Workforce development
Organizational change management (OCM)

Description of Job
This posting is only open to residents of the State of Colorado at the time of submitting your application.
This position is ECMC's Program Manager and Senior Authority for digital asset programs and projects related to Colorado's energy regulation, and will serve as the agency's subject matter expert (SME) on all digital asset projects, tools, digital asset training, and templates etc. This position will reside in the Strategic Development Unit but will provide the following support to all ECMC staff:
Management of all digital asset programs and projects
Subject matter expert on accessibility needs analysis and services
Ensure continuous improvement of all internal and external facing digital assets
Management/consultant on digital contract projects
Senior Authority on ECMC Digital Assets working with all ECMC Units and Sections, other DNR
Divisions, and state accessibility entities, as appropriate
Increase ECMC's capacity to fully comply with HB21-1110 Colorado Law for Persons with Disabilities and other digital asset rules and regulations
Subject Matter Expert for Adobe Creative Cloud and other digital asset-related programs and software
Manage vendor contracts and relationships to further ECMC's accessibility work including overseeing language translation services and other accessibility-related contracts.
Collaborate with ECMC Units, other state and federal agencies, third-party consultants, and various stakeholders to ensure that all digital assets are clear, accurate, and accessible to the public and relevant stakeholders.
Provide strategic oversight of the seamless transition and adaptation of all digital assets as technological landscapes shift and evolve to ensure the continued accessibility, integrity, and utility of these unique digital assets for future endeavors and applications
Oversee all ECMC Information Management Systems (IMS) and protocols including AI technology in current databases (Lazerfiche, Google Drive, COGIS)
Determine, develop, and measure metrics related to IMS data
Specific job duties include but are not limited to:
Conduct digital asset audits (COGIS database, Laserfiche, Hyland, Onbase, Google, forms applications, etc.)
Prioritize digital asset projects and programs
Outline all digital asset business process workflows
Manage internal, external, and third party digital asset programs and projects including accessibility projects
Develop, implement, and maintain brand governance standards and approved visual and document identity requirements
Create and make available all digital asset protocols
Subject Matter Expert for ECMC regarding accessibility, specifically regarding all digital assets
Ensure that all digital assets comply with WCAG (Web Content Accessibility Guidelines) and other relevant accessibility standards and regulations
Increase ECMC technological literacy and accessibility capacity
Develops and maintains internal Intranet resource page with up-to-date best practices and training content
Holds regular office hours to answer staff digital asset questions
Develop training to increase staff capacity and to develop internal SOPs to incorporate ECMC brand standards, digital asset protocols, and accessibility best practices into daily operations
Determining how and when to best communicate with ECMC staff regarding new digital asset work streams
Collaborating and working with ECMC cross functional teams on new processes

Experience Only:
Eight (8) years of relevant experience in an occupation related to the work assigned to this position
OREducation and Experience:
A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years
(Relevant degrees would include Information Science, Library Science, Computer Science, Digital Media Management, Communications, Project Management, Education, etc.)
Substitutions:
Additional appropriate education will substitute for the required experience on a year-for-year basis.

Preferred Qualifications:
Current or former State experience relevant to this position.
Experience in program and/or project management with the ability to manage multiple projects and prioritize deliverables.
Proficient in Laserfiche, Google, Adobe Creative Cloud, or other relevant databases or software.
Experience with digital accessibility, including all current Federal and State rules and regulations.
Strong written and verbal communication skills.
Familiarity with ECMC rules and regulations and regulatory processes.
Understanding of best practices for Digital asset storage.
Experience working with diverse stakeholders, internal and external, of various computer literate backgrounds to ensure comprehension and compliance with ever changing technology and regulations.
Familiar with the ADDIE model instructional design and Kirkpatrick Model of training evaluation.
Familiarity with branding.
The current work arrangement for this position is as follows:

Hybrid: This position will work from a home office, in person from the main Denver office one (1) day a week and will travel around the state for meetings as directed by supervisor.

Colorado residency is required at the time of application.
This is a Remote/Hybrid position - Work is primarily performed from a home office, however the selected candidate must be willing and able to, at times, report to the office at 1120 Lincoln Street, Suite 801 - Denver, CO or other locations for meetings, training, and projects as directed by the supervisor.
