As an Associate Governmental Program Analyst you will have the opportunity to:

  • Develop and implement contracting and procurement-related policies and procedures in accordance with applicable laws and DTSC contracting authority
  • Develop, implement, and maintain policy and procedure manuals for the Contracting Services Branch, and coordinate revisions as required
  • Recommend and implement improvements to internal processes, and research best practices to ensure continued effectiveness of procedures
  • Collaborate with DTSC Legal counsel to develop and update contract and procurement language for templates and forms used by contract and procurement analysts
  • Maintain a library of contract templates and ensure template language conforms to California contract and procurement laws as well as DTSC rules, policies, and regulations

Desirable Qualifications We Look For:

  • Knowledge and experience with the state of California's contracting and procurement rules and processes
  • Experience and proficiency in writing professional documents, such as policies, procedures, and memos
  • Experience maintaining cooperative relationships with co-workers, members of the public, regulatory agencies, and displaying excellent customer service
  • Experience in gathering and analyzing data, researching patterns and trends, summarizing results, and preparing reports and/or memos  
  • Proficient in PowerPoint, OneNote, Word, Excel, Visio as well as online tools like MS Teams and Zoom
  • Ability to interpret and apply laws and regulations to specific situations
  • Ability to work independently with minimal supervision while meeting departmental performance expectations
  • Demonstrated knowledge of the Financial Information System for California (FI$Cal) process and functionality in relationship to procurement and contracting

Personal Leave Program (PLP) 2025 Agreement:
