The New York City Department of Health and Mental Hygiene (NYC Health Department) is one of the oldest health departments in the country with over 200 years of experience in promoting and protecting the health of city residents. The NYC Health Department's Division of Disease Control (Division) is responsible for the prevention, identification, surveillance, and control of infectious diseases in NYC. The Division is comprised of seven bureaus: Bureau of Division Management and Systems Coordination, Bureau of Communicable Disease Control, Bureau of Hepatitis, HIV and STIs, Bureau of Immunization, Bureau of Tuberculosis Control, Bureau of Public Health Clinics, and the Public Health Laboratory. The Bureau of Division Management and Systems Coordination leads administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and racial equity and social justice activities for the Division and guides the strategic use of Division resources to advance innovative and effective policies and programming.

Reporting directly to the Director of Policy, External Affairs, and Priority Populations, the Senior Policy Analyst will help develop and implement policy priorities for the Division.

Duties will include but not be limited to:

  • Conduct research to inform the Health Department's position on proposed federal, state, and local laws, regulations, and policies

  • Assist in developing policy strategies and positions related to Division programs and impacted populations

  • Assist in the development of the Division's annual legislative and regulatory agendas

  • Assist in the preparation of City Council testimony, proposals to the Board of Health, and related materials

  • Maintain a database that tracks developing laws

  • Draft comments, position statements, and memoranda on proposed laws and regulations

  • Draft internal policies and protocols

  • Draft responses to inquiries from elected officials, press, and constituents regarding the Division's policies and programs

  • Participate in cross-divisional policy workgroups and initiatives

  • Coordinate across Division bureaus and other agency divisions on policy and programming initiatives

  • Develop and give policy-related presentations

  • Attend webinars, trainings, and conferences

  • Supervise staff (CRS II)

Preferred Skills:

  • Experience in legislative and regulatory analysis and knowledge of the federal, New York State, and New York City legislative and regulatory landscape

  • Knowledge of infectious disease, including prevention, control, and current trends

  • Knowledge of health care access and payment systems, including New York State Medicaid

  • Knowledge of and experience with emergency preparedness and response planning and protocols

  • Knowledge of health care delivery systems, health disparities, and social determinants of health

  • Strong oral and written communication skills with ability to communicate in different styles and to varied audiences (e.g., letters, memoranda, abstracts, manuscripts, policies and protocols, project proposals, and presentations)

  • Self-starter who can identity and tackle new projects and manage projects independently

  • Ability to coordinate, engage, and facilitate cooperation among stakeholders

  • Ability to prioritize work and produce high quality results on time with close attention to detail

Qualifications

For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
